Modern Land Rovers, like most vehicles built in the last 15 years, use an immobiliser system that only allows the engine to start when it reads a valid programmed key nearby. When every working key is lost, the vehicle has no way to verify a key exists at all — which means a brand-new key has to be created and registered to the car's security system from scratch.
This requires specialist key programming equipment that can communicate directly with the vehicle's immobiliser and write new key data to it.
